The EMAS Easy MOVE-it! project proposes the EU Eco-Management and Auditing Scheme (EMAS) cluster certification applied to a regional tourist product or service (culture, health, religious). The project clusters different SMEs in a region, who are all part of a value chain of tourism and form a competitive tourism service package, linking cultural, economical, ecological, health and social aspects with their respective added value. The pilot applications cover various types of destinations and clusters in 6 EU member states: Belgium, Germany, Spain, Bulgaria, Cyprus and Estonia. The project is focusing on active involvement of different stakeholders : local authorities, regional development agencies, chambers of commerce and tourism agencies. The innovation resides in the fact that simple and practical EMAS easy methodology is used in territorial clusters with specific and online guidance to reduce the internal and external transaction costs of the effort of SMEs to implement EMAS. Furthermore, the approach aims to go beyond classical EMAS implementation as it will provide key performance indicators on social, health and economical issues and will be linked to other local and regional schemes and labels (e.g. Green Key, BIO Hotel, EU Eco-Label, regional environmental approaches, etc.). Key outcomes: - Increasing the environmental and social performance of touristic destinations (culture, health, religious). - Coaching of at least 12 clusters in 6 EU members states using EMASeasy approach. Each cluster gathers between 5 and 10 SMEs. - Electronic support and online platform to lower transaction costs for EMAS implementation for participating SMEs. Online support and clustering SMEs will help reducing transaction costs by 50%. - Vocational training provided at least for 30 regional development agents and consultants (at least 5 agents per country) |

The workshops and aim at implementing the actions of the ECAP and provide training to contact persons at national, regional or local level in order to enable them to promote the ECAP initiative towards SMEs and fulfil their role as national contact point or SMEs under ECAP. |

DG Environment is currently supporting a capacity building program for environmental management consultants in Southern Europe, to better focus on smart and easy implementation of EMAS in small business. In the seven Southern European Member States covered by the program (Spain, Italy, France, Portugal, Cyprus, Malta, Greece), 96% of the businesses are typically small organisations with less than 5 employees.In the next 12 months, Eco-Counselling Enterprise will have to deliver hands-on training courses for a selected number of experienced environmental consultants to enable them to integrate the EMASeasy methodology in their work with SMEs. 35 consultants have to be embedded in networks and organisations and they will trial the easy implementation of the EMAS scheme within 70 small organisations as an integral part of their training. One of the main objectives for the training process is to provide good coverage across the EU of consultants trained in the use of the system and operating in most of the community's languages. Interested consultants will be selected by the European Commission during the month of March. The programme for the next 12 months includes: * Kick off and short meeting with competent bodies and consultants on EMASeasy: March-April 2007 * 3-day EMAS Easy intensive on site course for the selected consultants: May or June 2007 * National Evaluation workshop and dissemination seminar: November 2007 * International workshop in Toulouse, France: March 2008 DG Environment will support the technical costs for the workshops, and the consultants co-finance their contribution in kind by working with the SMEs. The typical sector examples of SMEs that consultants participating in the training process will be bringing in are likely to be: hotels, vineyards, solar panel industries, olive oil producers, construction companies, etc. |

With the maxim "people, 10 pages, 10 days", EMASeasy is designed with small and micro businesses in mind. It is based on the Eco-mapping© concept, where the business is mapped in terms of both location and internal processes to identify its environmental aspects. Using simple and sequential tables and prompts, smaller businesses can develop an Environmental Management System (EMS) and either register for EMAS or achieve certification to ISO 14001. EMASeasy is typically facilitated by a consultant in clusters of, perhaps, five to ten organisations and, apart from the simplicity that the visual mapping process offers, it has proven to be an excellent tool in developing environmental understanding. It has also been demonstrated that certification bodies can achieve certification or verification in clusters in a shorter time than that normally taken. EMASeasy has been developed by Heinz Werner Engel, executive director of the Belgian based consultancy, Eco-Conseil Entreprise and supported by DG Environment. The Belgian Federal Public Service for Mobility and Transport has been registered under the European Eco-Management and Audit Scheme (EMAS). This means that the ministry, the first of the larger federal ministries to obtain EMAS, has established a management system which ensures that environmental protection is integrated into its policy, the management of its buildings, its vehicle fleet and its logistics services.The ministry's environmental policy, signed by the Management Committee in June 2006, commits it to minimising the direct environmental impacts of its daily operations; to ensuring that it has a well-functioning sustainable development team; to the systematic integration of environmental protection in the laws and regulations for which it is responsible and, finally, to the pursuit of continual improvement in its own environmental performance. The key measures to reduce the impacts of its day-to-day operations are the prevention and reduction of waste, reduced paper consumption, eco-consumption and sustainable purchasing, reduced energy and water consumption and the implementation and on-going adaptation of the staff mobility and transport plan. |

Onerous paperwork and complex procedures have proved a barrier to small business implementation of environmental management systems (EMS) in the past. But Adelaide-based, not-for-profit organisation EcoIntegrity says it has found a solution in the form of a European- developed system called ecomapping, and the South Australia Environmental Protection Agency (EPA) has become an enthusiastic supporter. The ecomapping concept aims to radically streamline the EMS process while maintaining a system rigorous enough to be a stepping stone to certification against ISO14001 or Europe's EMAS scheme. The process gets staff involved in producing eight site sketch maps on various environmental concerns, such as water use, energy, soil and storage, air and waste. These are augmented with the results of 'two minute' perception surveys of staff, in which they give their views on strengths and weaknesses in the company's environmental performance. The process also involves mapping the site's immediate neighbourhood to identify local impacts. The company then compiles a summary of issues and creates a task list of environmental actions. About 30 people have so far completed the ecomapping course, which comprises three days of training plus a practical exercise. |

Eco-Counselling Enterprise has been involved in the organisation and reporting of the first belgian national workshop on sustainable public procurement. This workshop was organised by the Institut Eco-Conseil for the federal ministry of sustainable development on Monday the 2th of octobre 2006. The aim of this workshop that attracted nearly 200 participants was to focussed on the identification of barriers and opportunities linked to the : - Definition and use of technical criteria in call for tenders, - Internal and externat communication, networking and supporting measures - Benchmarking green public procurement progress The information gathered during this day will contribute to the elaboration of the National Green Public Procurement Action Plan that each member state has to submit to the European Union in 2007. |

SMART Programme - Building capacities for environmental professionals in the Caribbean : prospective study and organisation of a seminar.The SMART strategic approach for the development of environmental certification in the ACP regions includes three main phases for each ACP region: Phase 1. Gap analysis and prospective study Review of existing stakeholders and progress in the development of environmental management capacity, mapping out existing know-how and initiatives, and finally assessment of future needs in the local market. A prospective study on the status of EMS in the Carribbean has been issued in July 2004. Phase 2. International seminar and future actions Training seminar for regional environmental professionals aiming the transfer of know-how and proven concepts, identification of specific actions for the future and integrate those professionals in an international network. The Seminar was held in Port of Spain, 22-26 november 2004. Phase 3.
